    I would not be surprised if it was old stock. Plenty of dealers have "new" rifles in stock that have been sitting there a few years.

    Interesting tool, but a very limited number of US-available powders. Norma and Vit (if you can find it) are here, but not the other 3.
    If he expands the powder selection it will be come more useful.
