    Depends on your budget. I have an HS and it's not a bad scope at all. That said, you'll get a clearer view with the PST as well as an etched reticle. Just my two cents.

    Your COL should be around 3.750. Weatherby chamberings use the free bore to tame the large powder charges. So far I've found with mine that plus or minus a hundredth I get my best groups.

    Rifle wise, yes. USA made are MkVs. Vanguard rifles are still made by Howa in Japan.

    Picked up a Viper Vortex HS.

    Cabela's had a good sale. I found a 4-16x44 for about 360. Clear optics and feels well made. I have to get some 30mm rings for it before I can truly check it's perfomance. I'll be putting it on...
